In July 2013, the Irish Government published the General Scheme of the Gender Recognition Bill 2013. Following Cabinet approval, the Bill was referred to the Committee on Education and Social Protection for its consideration. The Committee took submissions from interested groups and individuals and two days of meetings were held on 23 & 24 October 2013.

Under the proposed Bill, a person will need to be over 18, single and undergo a "transition" of gender to have their preferred gender fully recognised by the State.
